Job Summary

This position works 37.5 hours per week.

The position allocated to this class plans, organizes and supervises the staff and resources necessary for the development, implementation, and ongoing support of complex business applications, reporting databases and business intelligences system solutions utilized by the Community Services Department (CSD) and the Spokane County Regional Behavioral Health (Administrative Services Organization) Division (SCRBH) system of care across the region. Work involves data warehousing, capture/integration/consolidation, quality/integrity/compliance, and other complex data centric activities. Work is performed with considerable independence, under the direction of the Community Services Department Director.

WHO MAY APPLY: This recruitment is open to all applicants meeting the minimum requirements. Priority consideration will be given to Spokane County employees in the Community Services department in a position covered by the 1553 Collective Bargaining Agreement (CBA) and Spokane County employees in a position covered by the 1553S CBA submitting applications between 5/15/24 and 5/21/24.

TOTAL COMPENSATION: $95,597 - $133,753 annually. Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.

Examples of Duties

  • Provides supervision for ongoing implementation and support work to ensure architecturally sound business applications, department medical applications, operational reporting, data warehousing, and business intelligence environments, including vendor management of software development/modifications and deployment activities, as well as data integration, data quality/compliance/integrity, EDI file processing, data exports, system implementation, systems support, data analysis, and business reporting performed by staff members.

  • Provides technical mentoring, training, and other assistance to other CSD and SCRBH data analysis staff to provide timely and accurate information to the department leadership, the State, and provider agencies.

  • Supervises staff responsible for defining and documenting requirements and design specifications, knowledge sharing, developing, and testing reports provided to CSD leadership for effective management of utilization and performance measures/goals.

  • Responsible for all Quality Assurance and Performance Improvement data analysis.

  • Supervises the activities of high-quality data collection, data analysis, data integration, data processing, data sharing, and report development for SCRBH annual monitoring, state reviews, and other high priority SCRBH compliance and business activities.

  • Supervises and facilitates business requirements and business process analysis, data analysis, and design for enhancements, projects, and other business proposals based on requests from the CSD leadership.

  • Supervises staff performing data analysis to investigate and resolve data integrity issues in the business applications, data submission files, state data warehouse/data marts/ODS, and provider agencies’ source systems.

  • Supervises and facilitates the identification of system deficiencies or inefficiencies, making recommendations, and collaborate with CSD leadership in the design of system enhancements involving data collection, data integration, data processing, reporting, and systematic automation.

  • Supervises staff, and/or performs vendor coordination, for the development and maintenance of data models, including physical and logical models of the data warehouse, data mart, staging areas, operational data store, and source systems.

  • Maintains an in-depth understanding of the department’s transactional systems, data sources, and can identify and address gaps in business processes and data accuracy as part of project and support life cycle processes.

  • Facilitates data modeling based on Dimensional Fact Model (DFM) principles.

  • Facilitates the design of CSD data extraction, staging, transformation, and loading to data warehouse processes to ensure data consistency, cleanliness, and accuracy.

  • Ensures the completion and ongoing maintenance of technical documentation associated with the data warehouse and business intelligence systems.

  • Supervises and provides oversight for the SCRBH data dictionary, and staff maintaining EDI specifications, crosswalk documentation, data/process flow charts, master client index flow charts, data entry processes, and other documentation relevant to data compliance and reporting requirements.

  • Participates and facilitates programmatic committees and meetings with CSD leadership and business stakeholders to ensure that the data systems are meeting the objectives of the treatment programs.

  • Facilitates and/or participates as a key contributor to information system committees for providers of behavioral health services.

  • Provides oversight for monitoring the provider treatment agencies for HIPAA HI TECH compliance, structural and reporting compliance, timely and accurate EDI data submissions, and overall data integrity based on regulatory requirements.

  • Serves as the Security Instructor for provider agencies regarding Washington State security requirements and assists agencies as a technical consultant for security related questions.

  • Leads the implementation of HIPAA and HIPAA HI TECH requirements for the CSD, including oversight of the acquisition of computer and other Information Technology decisions in supporting required security measures, completing annual CSD HIPAA Information Systems (IS) Risk Assessments and Risk Management Plans.

  • Serves as the CSD HIPAA IS Security Officer and all related responsibilities, including the initiation and maintenance of IS policies and procedures for compliance with the technical components of funders’ contracts and HIPAA/HITECH regulatory requirements.

  • Provides oversight and operational responsibility for organizational compliance with information systems and HIPAA security regulations, policies, and procedures, and possesses the authority to enforce the security policies and procedures.

  • Communicates with vendors (e.g. Spokane County ITD) regarding network service outages to ensure they are resolved in an orderly, timely manner and to reduce instances and recurrences. Functions as a CSD liaison to ITD for network and systems issues, as well as HELP Desk requests.

  • Reviews all department contracts for security and data needs and requirements.

  • Reviews and approves all information technology purchases for the department.

  • Assists with staffing functions, which includes making recommendations regarding staff hiring, evaluations, and terminations.

  • Supervises staff to ensure projects are prioritized, timely and accurate.

  • Performs all the duties of subordinate level classifications when needed.

  • Performs other related duties as required/assigned.

Minimum Requirements

  • Bachelor’s degree from an accredited college or university in business, computer science, management information systems, or closely related field.

  • Four (4) years of relevant work experience in the Information Technology field and Healthcare Systems Management.

  • Possession of a valid Driver's License at time of hire, which is maintained throughout employment.

PAID TIME OFF

Spokane County Observed Holidays

Up to 10 (ten) paid holidays are observed by Spokane County.

PTO

Non-represented and a select group of represented employees receive a bank of hours that combine both vacation and sick leave into a paid time off bank. There is no waiting period to use this time and it starts out at almost 2 days per month accrual increasing in accrual rates annually for first 5 years.

Vacation

For employees with less than five (5) years of continuous service, the accrual rate is 1 day of vacation each month for a total of 12 days per year. After six (6) months, employees are eligible to take accumulated vacation time. (Please note the vacation time accumulation may vary depending on contract language).

Sick Leave

Sick leave is earned at 1 day per month and can be taken as the days are accumulated.

Other Leaves

Spokane County provides several other paid leaves such as: bereavement leave, jury duty and military duty leave.

INSURANCE BENEFITS

Medical Insurance

Two plans are currently available: Premera Blue Cross (PPO) and Kaiser Permanente (HMO). Spokane County pays 95% of the premium for full-time employees and 90% of the premiums for spouses and dependents. Premiums are deducted each pay period (pay periods: 15th and last day of the month).

Dental Insurance

Two plans are currently available: Delta Dental of Washington (PPO) and Willamette Dental (DMO). Spokane County pays 95% of the premium for full-time employees and 90% of the premiums for spouses and dependents.

Group Life Insurance

The County provides a $25,000 group life insurance policy to employees. The County provides a $10,000 benefit for those represented by 492, 492CS & 492CL. This benefit is paid in full by Spokane County.

Long Term Disability Coverage

Provides an income protection benefit in the event of a long-term illness or injury at rate of 60% of income up to a maximum of $5,000 per month. Spokane County pays the full premium for this plan. Deputy Sheriff's receive a benefit through their union for disability.

RETIREMENT

Retirement Plan (401a)

Spokane County employees are automatically included in the Washington State Retirement System. Both the employer and the employee contribute to the plan. This retirement plan provides a guaranteed lifetime monthly benefit once vested and eligible for retirement.

Additional Retirement Plan Option (457b)

Employees may supplement their retirement income and save money on taxes by participating in this optional County program. Roth (after-tax) option is also available through this retirement plan.

VOLUNTARY BENEFITS

AFLAC

Supplemental insurance is optional and is provided by AFLAC to help pay for benefits not covered by major medical insurance. The employee pays 100% of the premium.

Travel Assistance

Provides additional travel protections anytime you travel more than 100 miles from home. Includes pre-trip information, emergency ticket replacement, and emergency evacuation coverage. This benefit is paid in full by Spokane County.

Flexible Spending Plan (FSA)

Spokane County sponsors a Section 125 Flexible Spending Account to allow out-of-pocket Medical & Daycare Expenses to be paid with Tax Free Dollars. Premiums are automatically set up pre-tax under the FSA.

Voluntary Term Life Insurance

Voluntary Term Life Insurance is additional optional life insurance provided through The Standard Insurance. New employees are guaranteed up to $50,000 for self and $20,000 for a spouse with no medical underwriting needed.
