State of Utah - Jobs Consultant Selection Facilitator & Contr in SALT LAKE CITY, Utah

The Utah Department of Transportation (UDOT) is looking for a highly motivated individual to be an essential part of managing the consultant 

Qualifications Based Selection (QBS) process

 for engineering and engineering-related services.  The individual will have excellent interpersonal skills with the ability to facilitate meetings and independently follow procedures under minimal instruction.  

You will lead and guide Department employees,consultants,and local agencies through the selection and contracting process.  You will be a subject matter expert in the Brooks Act,Federal Code,Utah Procurement Code,and all related rules,regulations,and policies.

You will assist with selection facilitation,solicitation development,advertising,contracting,documenting processes,capturing lessons learned,and incorporating process improvements.  You will work within the Project Development division and coordinate with region and central personnel to complete a variety of tasks relevant to administering the consultant QBS process. 

You will follow procedures in the preparation of new contracts and modifications to existing contracts.  You will perform moderate to complex functions,such as reviewing and inspecting documents for quality,accuracy,completeness,and compliance with State and Federal regulations.  

You must communicate effectively in order to provide direction,guidance,and training to Department Project Managers,Consultants,Local Governments,and Department employees on policies,regulations,and procedures.  You may provide direction and project supervision to other staff including: hiring,determining workload and delegating assignments,training,monitoring and evaluating performance,and initiating corrective or disciplinary actions.

Principle Duties As a Consultant Selection Facilitator & Contracts Coordinator,you will:

  • Understand the rules,regulations,policies and processes surrounding Qualification Based Selection (QBS)
  • Support Consultant Services in administering the selection and contracting process for engineering and engineering-related services for transportation projects
  • Assist Project Managers and Selection Teams in finalizing a solicitation for advertisement (Request for Qualifications)  
  • Provide guidance and support to the project team throughout the selection and contracting process
  • Help develop and maintain solicitation templates
  • Schedule and facilitate meetings necessary to complete the selection process
  • Advertise and manage solicitations and applicable addenda within an e-procurement platform
  • Manage the communication process in accordance with rules and regulations
  • Perform proposal reviews for adherence to rules and regulations
  • Administration of the proposal evaluation process
  • Facilitate team meetings and consultant interviews related to the selection process and consolidate proposal evaluation comments
  • Notify the proposers of selection results and manage the debrief process
  • Assist Project Managers with contract negotiations
  • Analyze,summarize,and review procurement and contract documentation; and make recommendations and decisions
  • Analyze documents for quality,accuracy,and completeness and ensure compliance with applicable federal and state laws,regulations; Department rules,standards,and guidelines
  • Reconcile discrepancies and make ne eded adjustments according to Consultant Services standard practices
  • Negotiate or mediate issues with internal and external customers or representatives. Settle or resolve issues or complaints 
  • Prepare and distribute correspondence 
  • Provide subject expertise to other employees,agencies,organizations,consultants,local governments,etc.
  • Evaluate information against a set of standard policies,procedures,and processes
  • Maintain cont act files and records of contract and contract amendment activities
  • Set goals,establish priorities,and manage fluctuating workloads
  • Maintain collaborative relationships with internal and external stakeholders
  • Monitor workload and recommend possible options to increase effectiveness
  • Gather data,prepare reports,or summarize information
  • Monitor,take action,and apprise management of any inappropriate activities,rules infractions,or illegal actions 

The Ideal Candidate The ideal candidate for this position:

  • An Associate s degree,or higher (or related equivalent work experience).
  • Experience and ability to organize,schedule,and facilitate meetings,lead teams,and build positive relationships with stakeholders at all levels.
  • Demonstrated experience with managing processes and the ability to identify potential process improvements.
  • Excellent interpersonal and communication skills.
  • Ability to learn and understand procurement processes,including Qualifications-based Selection (QBS) for engineering and engineering-related services,as well as contract development and practices. 
  • Proficiency in compliance matters related to government regulations and standards.

Preferences Preference may be given to Department or State Employees,or individuals with relevant experience or related qualifications in the following areas:

  • Direct experience with Qualifications-based Selection (QBS) processes for engineering and engineering-related services,as well as familiarity with the Brooks Act and contracting processes.
  • Proficiency in team leadership and conducting meetings.

  • This position may be eligible for a hybrid of both in-office and remote work days after an initial training period. Remote work must be within Utah. Please note,a position's eligibility for remote work is established by agency management and is subject to change at their discretion at any time and for any reason.
  • Working Conditions - Risks found in the typical office setting,which is adequately lighted,heated and ventilated,e.g.,safe use of office equipment,avoiding trips and falls,observing fire regulations,etc.
  • Physical Requirements - Typically,the employee may sit comfortably to perform the work; however,there may be some walking; standing; bending; carrying light items; driving an automobile,etc. Special physical demands are not required to perform the work.
  • Employee may be reassigned to a different location as deemed necessary by the Region Director/Group Leader.
