This position exists to provide statewide leadership in surface and groundwater planning, program administration, and administrative procedures to water management organizations, watershed districts and counties involved in preparing and implementing comprehensive water management plans.

Responsibilities of this position include:

  • Administer state water laws, rules, and policies relating to watershed districts, watershed management organizations, counties, and soil and water conservation districts.

  • Function as lead staff in groundwater program and policy, and interagency coordination.

  • Represent the Board at public meetings and interagency teams. Present at public meetings and address inquiries concerning watershed management.

  • Lead all matters related to hearings and appeals specific to the position.

  • Provide technical assistance and training to other Agency staff.

Minimum Qualifications

Bachelor’s degree in Land Use Planning, Water and Land Management, Environmental or Natural Resources Science, Hydrology, Agricultural Sciences, or closely related fields.

AND

Three (3) years of advanced professional experience including local, state, and federal surface and ground water resource programs; and state water law and rules and Natural Resources Science.

OR

Two (2) year degree in Land Use Planning, Water and Land Management, Environmental or Natural Resources Science, Hydrology, Agricultural Sciences, or closely related fields.

And

Five (5) years of advanced professional experience including local, state, and federal surface and ground water resource programs; and state water law and rules and Natural Resources Science.

Experience should include:

  • Ability to interpret complex policies and to effectively communicate orally and in writing.

  • Experience in managing projects and working collaboratively.

Preferred Qualifications

Understanding of the structure, organizational procedures and inter-organizational dynamics of local, regional, state, and federal government and their boards, commissions, agencies, and affiliated associations.

Experience with local, state, and federal surface and ground water resource programs; and state water law and rules; and Minnesota’s local water planning programs.

Facilitate and negotiate between diverse groups.

Physical Requirements

Requires occasionally lifting articles such as 50 pounds maximum and frequently lifting and/or carrying objects such as heavy tools and file boxes. This job may require walking or standing to a significant degree on rough terrain or may involve sitting most of the time with pushing and pulling of arm and/or leg controls.

Additional Requirements

This position requires an unrestricted Class D Driver’s License with a clear driving record.
