Los Alamos National Laboratory Deputy Group Leader (Operations Manager 3) in Los Alamos, New Mexico

What You Will Do

Located in northern New Mexico, Los Alamos National Laboratory (LANL) is the premier national resource responsible for monitoring the safety and reliability of the U.S. nuclear stockpile and conducting research into new defense programs. The Logistics Division is seeking an experienced and highly motivated Deputy Group Leader to provide technical leadership for the LOG-CS Group. You will interface with a variety of customers, both internal and external, to the Logistic organization including Maintenance (MSS) and Construction (ALDICP) to provide the trained and qualified craft resources, develop schedules and provide consistency in craft qualifications and supervision.

Concurrent with the management of the LOG-CS group, you will work to balance Logistics and Craft business functions in support of customer work execution throughout all FODs and related support facilities. These work execution requests involve not only Logistics Craft Resources, but also other support groups both internal and external to the Logistics Division. You will facilitate a full customer service model that provides centralized coordination, management, and tracking of specific area needs to ensure the success of the Logistics and Craft deployment mission. You are expected to uphold high standards of professionalism while ensuring that schedules and performance standards are realistically set and attained. You will recommend and implement changes to applicable methods ensuring efficient deployment while balancing customer expectations with exemplary customer service levels.

You are expected to be well versed in Logistics business processes and operational practices as well as Collective Bargaining Agreements at LANL. Extensive exposure to a Craft or Union workforce is required. You will be responsible for providing technical direction and/or coordinating activities of Logistics personnel utilizing various methods, techniques, and evaluation criteria for obtaining results and is expected to understand and adhere to LANL policy/procedure and state requirements for all Logistics operations.

What You Need

Minimum Job Requirements:

  • Understanding of government regulations affecting facility maintenance and management including, but not limited to general OSHA safety practices in relation to safety policies, and facilities policies and procedures.

  • Thorough knowledge of critical core preventative maintenance functions and construction project management.

  • Experience and ability to understand and interpret various civil, mechanical, and electrical documents, blueprints, drawings, and schematics.

  • Ability to collaborate with multiple business units to ensure provision of critical spares, PPE, and related materials in support of craft and facilities.

  • In-depth understanding of work hazards, safety practices, operating configuration, and lock-out/tag-out policies and procedures.

  • Ability to identify, propose, and implement solutions and actions to improve work performance.

  • Experience and skill in management, supervision, human resources, and labor relations administration of assigned employees (both Craft and Non-Craft in a deployed or matrixed organization).

  • Knowledge of and demonstrated experience with Collective Bargaining Agreements and jurisdictional settlements.

  • Experience negotiating, change thinking, or gain acceptance from peers, upper management, and customers in sensitive situations without damage to the relationships.

Desired Qualifications:

  • In depth knowledge of the Laboratory's organizational structure.

  • Experience with LANL business systems for management and administration of personnel including timekeeping, payroll, budgeting, travel, training and certification, performance reviews, and payroll policies and procedures, related to Craft and Non-Craft.

  • Working knowledge of construction work scheduling and current FOD POD and scheduling processes.

  • Experience implementing work control policies and procedures.

  • Ability to prepare and present safety and technical briefings to large groups of a diverse workforce representative of all types and levels of workers.

  • Experience with LANL HR-LR and Legal counsel and procedures for progressive disciplinary actions.

  • Experience in maintenance and construction in Nuclear or High Hazard Facilities.

  • In depth knowledge and experience conducting critiques, root cause analysis, and lessons learned.

  • Experience and skill developing and implementing organizational strategies and objectives.

Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 5 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2: Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
