Summary:

The Idaho Department of Correction is recruiting for a Financial Officer at Central Office in Boise, Idaho. This position participates in and drives discussions and decisions with major impact on the Agency. The candidate will be responsible for fiscal governance, budgets, and payroll oversight for the Department.

Responsibilities:

  • Wholly directs, oversees, and monitors all areas of the budget for general and dedicated funds (year end, development, maintenance, personnel, planning and timelines, cash & appropriation movements, strategic direction, problem solving, education, etc.)

  • Identifies, develops, and compiles analysis and trends, including stakeholder needs identification, and collaboration with the Evaluation and Compliance team as needed.

  • Develops and offers proactive financial advisory services & strategy to business units, leadership, and other stakeholders. May utilize outcome-based strategies in alignment with the Department’s strategic plan. Garners input and buy in as needed.

  • Delivers proactive advisory services on funding sources and payroll services.

  • Delivers recommendations, including prioritization and/or re-prioritization of funds.

  • Reports on status, analysis, and trends to leadership and other stakeholders and collaborates on applicable frequency needed.

  • Liaison to the LSCO, SCO, and DFM for collaboration and to discuss and deliver Department guidance and budget alignment.

  • Develops, recommends, and implements reimbursement rates. Oversees, monitors, and implements population driven contracts population projection and per diem outcome. Oversees, monitors, and implements cost per day calculation compilation for cost outcome & allocation and report.

  • Serves on the wages and benefits committee, including deriving complex analysis and recommendations for equity adjustments, wage compression, bonus considerations, CEC calculation and analysis, and other analyses as determined by the committee.

  • Wholly supervises, mentors, and educates budget and payroll staff. Oversees payroll function and payroll appropriation and collaborates with DHR as needed.

  • Trains and offers guidance to multiple fiscal staff members, including financial plans.

Minimum Qualifications:

  • Good knowledge of accounting principles and practices. Typically gained from having a bachelor's degree in accounting or business (economics, business administration, financial management or closely related field) AND post-bachelor's degree experience in the accounting/financial-related field.

  • Good knowledge of management practices. Typically gained from having a Bachelor's degree in business administration, public administration, or other closely related field; OR Associates degree, or completion of at least four upper division college courses, in business administration, public administration, or other closely related field that included all the essential elements of management (planning, organizing, leading, and controlling) AND one year of work experience in a job situation with responsibility for all the essential elements of management; OR Two years of work experience managing a professional and/or technical staff where management was the predominate responsibility.

  • Experience supervising others. Typically gained from two years' experience supervising (as described above); planning, developing and monitoring performance objectives. This must also include experience providing guidance to others on complex supervisory issues and handling difficult and problematic situations OR if applicant has completed formal supervisory training of 20 hours or more AND at least one year experience supervising staff.

  • Experience auditing and interpreting computerized financial reports and data. Typically gained from at least three years' experience that includes the design, development, preparation, analysis of and distribution of monthly ad-hoc financial operating reports and year-end GAAP/GASB compliance financial statements AND has trained or guided others in this area.

  • Experience auditing or designing and maintaining computerized financial reporting systems and subsystems. Typically gained from at least three years' experience auditing or designing processes or procedures to ensure financial control and accountability AND has trained or guided others in this area.

  • Experience auditing or establishing internal financial reporting controls. Typically gained from approximately one year experience that included the reporting and recording of financial transactions in accordance with GAAP, GASB, state and federal rules and regulations, and the development and management of financial systems security and has trained or guided others in this area.

  • Experience preparing financial management or audit reports. Typically gained by at least one year of full-time work experience developing and preparing financial reports.

  • Experience preparing and making oral presentations. Typically gained from at least one year of experience where a portion of the job included preparing and making oral presentations to executive level staff members in a formal setting.
