The Division of Administration/Office of Community Development has a vacancy.

This vacancy will be filled by new hire or by promotion of a current permanent status classified employee.

This vacancy participates in a career progression group and may be filled from this recruitment as a Community Development Financial Analyst 1 (AS-615) or Community Development Financial Analyst 2 (AS-617) depending on the level of experience of the selected applicant. The maximum salary for the Community Development Financial Analyst 2 is $ 91,894 . Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree with twenty-four semester hours in accounting, finance, or economics plus one year of professional level experience in accounting, financial auditing, finance, or economics.

SUBSTITUTIONS:

THERE IS NO SUBSTITUTION FOR THE TWENTY-FOUR SEMESTER HOURS IN ACCOUNTING, FINANCE OR ECONOMICS.

Any of the following will substitute for the baccalaureate degree and the one year of required experience: Possession of a Certified Public Accountant certificate or license: a master's degree in accounting, finance, economics or public administration; or a Juris Doctorate.

NOTE:

The twenty-four semester hours may be a combination of accounting, finance, or economics courses.

NOTE: Any college hours or degree must be from an accredited college or university.

Job Distinctions:

Differs from Community Development Financial Analyst 2 by a lower level of responsibility for financial analysis of commercial and governmental entities and commercial debt issued by local governments.

Examples of Work

Provides technical assistance to achieve financing alternatives for existing and potential Louisiana businesses.

Examines the accounting systems and financial status of companies to ensure financial solvency and their ability to comply with the rigorous demands of federal grant funds.

Reviews, monitors, analyzes, and evaluates all Louisiana Community Development Block Grant (LCDBG) activities conducted by sub-grantees throughout the state; enforces federal and state laws, regulations, and policies.

Performs compliance assessments of Housing and Urban Development requirements including 24CFR85.41 financial reporting, internal controls requirements, and Single Audit Act, and refers serious compliance issues to the U. S. Inspector General.

Analyzes financial packages, business plans, and loan proposals submitted to obtain funding through the LCDBG program through interpretation of financial statements, credit histories and ratings, management and industry background investigations, earning and cash-flow projections, management experience, and business plan review.

Performs on-site inspections of business operations and proposed locations to verify the capacity to conduct business activities, the value of proposed collateral, application information; monitors progress, and renders technical advise or accounting assistance to local governments. Monitors compliance of financial requirements including analysis of accounting systems and cash handling procedures.

Develops all contracts between State and local government for LCDBG program.

Maintains a computerized data base on current financial and economic information to facilitate economic projections and forecasts and comply with federally mandated loan underwriting requirements.

Reviews loan documentation on loan closings for prospective developers and towns and parishes statewide.

Coordinates proposals with other State and federal agencies such as; the Economic Development Administration, Louisiana Economic Development Corporation (LEDC), Louisiana Public Facilities Authority (LPFA), and Community Development Corporations (CDCs) to assure proper funding of projects involving complex funding proposals.

Assists in investigating and reviewing allegations of financial fraud, abuse, waste, and mismanagement in connection with the grant program. Works with U. S. Inspector General, Housing and Urban Development (HUD), Federal Bureau of Investigation (FBI), and other federal agencies in conducting investigations and documenting fraud and abuse.

Annually reviews local government audits (statewide) for grants administered by OCD for compliance with the U. S. Office of Management and Budget (OMB) Circular A-133, and compliance with program's financial reporting requirements. Insures that the concepts of governmental accounting theory are correctly applied to the underlying transactions of the program. Technical assistance and training is sometimes provided to local government finance and accounting personnel. Assist CPA's statewide in correcting audit errors made in municipal financial reports.
