Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Investigative Specialist 1, SG-18; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title allocated to G-16 or higher, and eligible to transfer under Section 70.1 of the Civil Service Law.Preferred Qualifications: Background in law enforcement or as an investigator responsible for conducting white collar, fraud, or similar investigations. Prior experience as a police officer, peace officer, or special agent preferred. Demonstrated experience and familiarity with standard investigative techniques, procedures, and principles.Strong written and oral communication skills; experience drafting formal investigative reports and testifying before factfinders in a criminal, civil, and/or administrative context.Superior interview skills; deep experience and training conducting formal and informal investigative interviews preferred.Ability to work independently and with a cross-functional, multi-disciplinary team. Experience conducting investigations in collaboration with prosecutors or attorneys involved in affirmative litigation highly preferred.Superior interpersonal skills with a proven history of building and managing collaborative intra- and inter-agency relationships. Demonstrated data-analysis experience highly preferred. Must have a valid New York State Driver’s License and be willing to travel within New York State as required by investigation plans and work assignments. Overall, the ideal candidate has sound judgment, impeccable ethics, and strong intellectual curiosity. They are a highly motivated, creative, collegial, and resourceful self-starter who is comfortable doing novel work and excited to help build a new investigative function within the Division of Legal Affairs.

Duties Description The Bureau of Investigations is responsible for conducting investigations pursuant to the Public Health Law (“PHL”). This includes investigation of fraud, abuse, and misuse involving public-health systems and programs administered by the Department of Health (the “Department”) and other high-priority violations of the PHL. The Investigative Specialists, working closely with Investigative Counsel and an Investigative Auditor, will have primary responsibility for conducting investigative field work. This includes interviewing witnesses, drafting investigative reports, conducting surveillance, gathering various evidence, and serving legal process. The Investigative Specialists will also partner with program staff and other enforcement agencies, as necessary, to advance their investigations. As required, the Investigative Specialists will serve as deponents in criminal and administrative actions and testify at hearings related to their investigations.

Additional Comments Investigative Specialists must have a valid NYS driver’s license.
