Summary This position is located with the Bureau of Indian Affairs, Great Plains Region, Great Plains Regional Office, Office of the Regional Director, Office of the Deputy Regional Director - Indian Services, Self-Determination in Aberdeen, South Dakota. Responsibilities Serves as a Level II Awarding Official and Senior Awarding Official delegated the authority to award, modify and administer or approval of contract/grants including construction and non-construction. Serves as an awarding official for the award, modification, administration, management and close-out of Self-Determination contracts and grants. Responsible for preparation of Single Audit Report and the Resolution of any Single Audit issues. Provides a broad range of direct field services and technical assistance for assurance full implementation of P.L. 93.638 as amended by tribal entities. Provides guidance, direction, technical assistance and training of Approving Officials, Contractors/Grantees in the requirements associated with the development of a P.L. 93-638 program. Conducts continuous research and analysis of regulations, authorities and historical records for maintaining the most current knowledge of contract/grants field. Serves as the principal chief staff advisor to the management within the Great Plains Region in the interpretation of Self-Determination activities of tribes and tribal organizations. Plans work assignments of subordinate staff setting priorities and timeframes for completion, providing advice and/or instructions when necessary on all aspects of P.L. 93-638. Requirements Conditions of Employment Qualifications EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-1101). GS-14: I have at least one year of specialized experience or the equivalent, comparable to at least the GS-13 in the Federal Service (obtained in either the public or private sector). Specialized experience in providing leadership and/or management of the Indian Self-Determination as Amended and the Education Assistance Act of 1975 (ISDEAA) and Public Law (P.L. 93-638) program activities to include serving as an Awarding Official providing advisory services to develop, coordinate, negotiate and award on a variety of contracts and grants; handling contract management, policy development reviews, negotiating and resolving administrative or management issues; determining organizational training needs regarding self-determination and determining activities associated with the development of training and curriculum development to support the implementation of P.L. 93-638. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a one year supervisory probationary period before their appointment becomes final. Those who do not satisfactorily complete this probationary period will be returned to positions of no lower grade and pay than those they occupied before assuming their supervisory assignment. As an incidental motor vehicle operator position, you may be required to operate a government-owned or leased motor vehicle in the performance of duties; therefore, a valid driver's license is required and be able to meet the safe driving requirements of the Bureau of Indian Affairs (25 IAM 4 Motor Vehicle Safety Program).
